What changed in 2026

Non-resident home purchases can face a 7.5% IMT rate

Decree-Law 97/2026 added a flat 7.5% IMT rate for a non-resident acquiring an urban home, without the usual reductions or exemptions, subject to stated exceptions. The law provides routes to adjustment where the buyer becomes Portuguese tax resident within two years or places the property into qualifying moderate-rent housing under its conditions. A deed does not create SNS entitlement. Portugal's official migrant-health guidance says legally resident foreigners can obtain an SNS user number and access public units.
